JEFFERSONVILLE, Ind. (Wish) — Clark County Democrats and supporters of 28 women who allege they were sexually assaulted inside the Clark County Jail are conducting an independent investigation into the prison and its leaders, including sheriffs. I am requesting your resignation.
“I want people to see how much casualty this is. This is two military squads. “The sheer number of victims of this incident in one incident is extraordinary.”
About 20 supporters stood on the steps of the Clark County Courthouse, holding a sign with one number on it. Each represented one of his victims of sexual assault.
David Lowe was a prison officer in 2021, according to a federal lawsuit. According to documents, Lowe was given $1,000 by two male inmates in exchange for keys to open various women’s cells.
“[On October 24, 2021] Dozens of male detainees with face coverings holding keys, prison guards’ keys, [and then] We raped, assaulted, harassed and threatened these 28 women,” said a 24-year law enforcement veteran who was district 9 vice chairman and member of the Sex Crime and Domestic Violence Division. According to the lawsuit, the victims in this case did not receive rape kits, medical treatment, or counseling. So the lights in his cell stayed on for 72 hours.
Larry Wilder, attorney for Clark County Sheriff Jamie Noel, said: “What I’ve seen here does not indicate that there was a sexual assault.
While supporters of the victims held up numbered signs, Wilder held across the street a computer hard drive containing prison videos and statements of witnesses and victims.
“As a sheriff’s department, we can’t control criminals in our organization because we don’t know there were criminals,” Wilder said of Lowe.
Widler says there was no indication Lowe would commit a crime, but it was clear that Lowe gave the keys to two male inmates.
In addition to an independent investigation, Coyle and Lawson are calling for the resignation of Sheriff Jamie Noel, Deputy Commissioner Scott Maples and Clark County Jail Warden.
Wilder says there is no reason for anyone to resign.
I-Team 8’s Jasmine Minor asked Wilder why male inmates ended up in women’s cells. Wilder said that “nothing happened” and that what was on the hard drive would be released to the public after “it was revealed in a federal lawsuit.”
When asked again off-camera, Wilder called what happened a “panty raid.”
Wilder emphasized to I-Team 8 that the hard drive was turned over to the FBI and US Marshals.
“There are 44 statements from individual mouths that you will hear when this information becomes available. You decide,” Wilder said.
Wilder says Lowe committed the crime on his last day at work after handing in his resignation.
According to court documents, Lowe was charged with aiding, inducing or inducing the escape, as well as official misconduct for both felonies. He was also charged with trafficking with inmates, a misdemeanor, the documents say.
Lowe’s trial is scheduled for November.

Sexual assault is evil and my office will always do everything possible to prosecute those who prey on women. None of the women have claimed to investigators that they were assaulted. The audio and video evidence that will soon come to light does not indicate any kind of assault.
If a woman has been assaulted, get us to work with you to actually talk to investigators and investigate the wrongdoing. ”
